Can I download older versions of LBB from somewhere? I lost my copy of version 3.0.0 when I installed 3.0.1.

Also, is there a full change log for each version?

No. It's impractical to support multiple versions (and in any case old versions almost invariably have bugs) so only the 'current' version is supported and available for download.

No. Some changes are of a highly technical nature affecting the internal workings of LBB, and could not be described in a way that makes sense to an end-user.

I will need to release another version fairly soon because I recently discovered a bug affecting the INPUT$(#handle, count) function - it can, rarely, return corrupted data if count is greater than 65535. sad

Bear in mind that not only is LBB totally free, it is actually a discontinued product (the Banned from the LB Community Forum thread gives the reasons) so these bug-fix versions are a bonus.
